Pathetic human resource allocation

I went to draw money sent to me through pick and pay at 12:15 pm I walked 4kms . when I got to the shop I was told the person capable of assisting me was on lunch. this is a store with more than 40 employees. they could not find a rotation system to get someone to take over while the one was on lunch? the store is open from 9 till 6 and as such all services should be available across these hours. i was really disappointed at the service rendered especially after the great service from pick n pay four ways.
