Selling 1 item priced for 2 items

I wanted to buy the item that has a price for 2 piece and there was only one item on the hanger.
I requested the item that was not included on the hanger, I was told it's missing and it must have been sold separately.

I then requested to buy the item at a discount as there is one item missing. I was referred to the store manager and he refused to sell me the item at a discounted price. He told me I can even take him further although he knows it's their fault that the item was still on the floor. He cannot sell it to me, it's either I pay the whole price or I leave it. I left the item but I want to buy it at a discount.

Your assistance in this regard will be appreciated.
