Billed for -15 years old account NOW

My mom had an account with HomeChoice when I was still in Primary, over 13 years ago, which she paid off when I was still in Primary (After primary, 6 years of high-school and 4 years of university, I have been working for 3 years now).

Now we received a call from MBD Legal Incorporated claiming we owe HomeChoice an amount of R254. When I call them, they tell me they received these instructions from HomeChoice in February of 2013. My mom made an arrangement with MBD Legal Incorporated over the phone, to pay the R254 - because she's uneducated and scared of Private numbers and debts. She and I know for a fact that the account was paid off. MBD guys said this is due to the fact that she did not notify HomeChoice that she won't be doing business with them after she had paid the account was billed for magazines and other subscriptions we don't know about. HOW PATHETIC.

Why didn't HomeChoice contact us when they noticed she behind on payment 15 years ago? Why now? Why only hand-over the account in February of 2013?
