Still awaiting for answer for sms billing

The tracking device was installed in Dec 2011 when i joined budget and nov 2012 i cancelled and joined a differrent insurrer. I was advised that Tracker will not form part of the premium and would have to pay them separetly which i was fine with however in january i was told by tracker that my bill for the month of January was R1178.00 and this was for the sms notifications for Dec to Jan. Who was billed for these notifications during the period i was with budget??? They refuse to make payment arrangement and debited my account with the full amount instaed of the R199.00 premium that I am aware of. When I phoned Tracker again i was still told they do not amke arrangements as I told them that i will pay the bill for sms howeve i still want to know who was paying for theses service before i changed insurers and its now 3mnths later and im still waiting for an answer. Can they not adjust the amounts on the invoices and debit the mnthly premium as I asked for the banking details so i can make making toward this R1178.00.
