Double billing and no response in accounts dept

Last year we called the technicians out to sort out two problems that we had on our alarm. They arrived, looked at all the things we asked them to and then left. Following that, we discovered the next week that the one thing that they worked on (connecting electric fence to control room) was in fact still not connected. We had to phone the service desk again and they came out a second time to check this and fixed it. We then received 2 bills for the call out which we disputed as the second one was only to fix what they hadn't done the first time! We queried this numerous times last year and eventually got to a consultant who said they'd sort it out. Now, months later, my husband has received an sms saying that we will be billed via debit order for an "unpaid outstanding amount"... I've tried last week and this week to get hold of somebody in accounts, and have just been put on hold every time and the phone eventually cuts out. The call centre agents have got all the details but then transfer me to accounts and I never go through. I'm sick of this draggin on for so long and being told it will be sorted out to keep finidng it's not sorted!
