Cash in hand when systems down?

Arr 22/06 at 9pm for a 10pm movie at Nouveau.
No one at ticket desk.
Usher adv systems offline & to return at 10pm as might be online.
We returned and systems down.
Usher adv to go in and pay after if/when online
We bought popcorn (by card).
As movie started Usher came in and asked us to pay as he was going home - he motioned me into the emergency exit.
I said I only have card.
Usher said that the systems offline still and wanted cash.
He advised that we watch and pay the manager after.
After the film the usher was waiting for us (didn't go home)
He came straight up and asked if we could go to the ATM for money. We did
Usher asked if we had exact money (R126)
We asked for change.
He gave it to the manager who got R4 out of his pocket.
We asked for a receipt and the manager pulled paper from a printer and wrote one by hand. (Have proof)

What is the policy when the systems are down? Do you only take cash (even when the card machine was clearly working at the popcorn counter). And if you take cash - what is the policy regarding paper tickets and receipts? How do you track the sale? We felt targeted. Didn't see other patrons in our predicament
