Damage property caused by trees

He build a border fence 10cm from my fence now trees grow between the 2 walls and it is damaging my property. This is going on for more than a year and he only makes empty promises. He must replace my electric fence and remove the trees between the 2 walls. I have send numerous emails and phone calls. The trees between the 2 walls are on his side of the property.
