Damages due to no service

Seeff estate agency was in control of renting out my property, their duties.to hold inspection, collect rent and pay over on 1st of the month, to draw up contracts and hand over copies, to make sure contracts are followed, to give notice and to inform the owner of any irregularity, to make sure utilities bill are paid in full when clients leave and to apply for an eviction order to have clients removed. According to Seeff my property was rented by a company who would take responsibility for all damages done. Now R150 000 in damages later, rent late most of the months, clients living with 13 dogs in my house and a utilities bill of over R6000 and more damage by a next client it still takes them 2 months to conclude a utilities bill that their clients have not paid for 8months. They should hand back the fee they have been collecting for their services since I received no service as promised, their clients even vacated the premises 2 days after their contract expired and I was told by Seeff I am not allowed on my own property on two separate occasions. Head office Gauteng was informed but I was told that it's a franchise and they can only make suggestions, who regulates this industry then?
