Refusing to refund my deposit

I rented a place via Geyer Verhurings, and after two years, Ruan Geyer is refusing to pay back my deposit.
He first tried to insist that I pay for an electric gate that broke five months ago, however when he realised that he won't get away with that, he is now trying to hold on to my deposit until I painted the flat.
I vacated the flat earlier on request of the new tenant, and am now struggling to get access to the flat to paint it. All my appeals for access are just being ignored. I have many emails, phonecalls and smses to prove that I have tried to get access to paint the flat.
Now Ruan Geyer is refusing to refund even a part of my deposit of R4000.
I did not believe people who warned me that he is a cheat. Now I see it for myself.

First of all, from the beginning the motor gate was never the problem. You’re just using excuses. You got the place freshly painted when you moved in and left it with needles in the walls and the walls was dirty. It was your responsibility to paint all the walls BEFORE moving out!
You made an arrangement with the new tenant, so you had enough time to do what was needed.
When a tenant moves out and the place are left dirty and walls full of needles and filth, we take it in our hands and give the new tenant a freshly painted and cleaned place as it should be, BUT then it comes off of your deposit.
