Incompetence from SARS Crippling our Business

We are still attempting to get our Company's VAT refund from October back from SARS! It is a considerable amount of money, the affect of which is actually crippling our business as the cash flow has been desperately needed since December.
First Excuse was our bank details were incorrect. I went into the Springs Branch in March and changed my details to which I was told a 21 DAY (which is crazzyyy!) for processing. Called back to find my details had been lost and was told to RESUBMIT on 19 April! I have done so, went to the VAT Manager in Springs (Lynette Klopper) who has failed to complete the correct forms and have been told again today that my documentation is on hold until the correct documents have been received.
The incompetence on all levels has been unexcusable - this is the reason small businesses don't last longer than two years! If our VAT filing and payment is late we have thousands of rands in penalties per day - surely SARS should renumerate us for the months of interest lost on over R165 000.
I would like some feedback on how this can even happen and how we are supposed to continue running a business without having the correct support of SARS?
