A Court Order apparently means nothing

I successfully applied for a protection order against my spouse in 2011 after years of verbal, emotional and physical abuse. I finally gathered the courage to make the case of abuse against my spouse as well as a case of contravention of a Court Ordered Protection order on 25 Feb 2013 (CAS446/2/2013). The policeman assigned to my case was initially a Capt. Van Der Spuy who informed me that if my life is not in direct threat at that time, They would do nothing more than give my spouse a warning. I had to repeatedly call after the police and contacted the station commander as well to have an end put to the continuous bullying that was taking place from my spouse. I was informed by the family court that if the protection order was contravened, I had to report it to the police and my spouse would be arrested as this was now a court order. I even went as far as to phone the courts and find out how I could put an end to this nightmare. All the feedback was that the that he would be arrested. Today I was informed that there would be no prosecution as his statement had been submitted. I was never even contacted by SERG. Mogashwa. The protection of women and children is all a fancy campaign
