Sub-contractor demands bribe to fulfil request

In February 2012 I requested JHB City Parks to prune the deciduous trees on my pavement to avoid my pool and garden being littered with falling leaves. I received slow but fair service from JHB City Parks (which included driving to head office to accelerate my request) but was told the work load was heavy. Eventually a sub-contractor arrived to prune the trees but only pruned the branches overhanging the road and when I requested that they include the branches overhanging my property, he asked for a bribe. When I refused, he drove off leaving me to deal with the situation as best I could. In March this year (2013) I contacted City Parks to tell them the story but still nothing has been done about it.
