BAD attitude at a complain

I phone the municipality emergency number to find out why we don't have any water, The answer i got was that i need to phone after 15H00 hours. This happened round about 12HOO hours. He told me that this is the umpteenth time people phoned him and he is tired of answering all the questions people are asking him. He told me that i must wait for the water to be switched on. That was it. I was give a number to launch a complaint. A lady picked up the phone (Dapn?). I wanted to launch a complaint with her as her number was given to me if i want to raise a complaint. The whole story was told to her and i was given bad attitude from her when she told me i must pay my account and this is not her problem. The more i try to explain to her that it is the whole area that is without water and that i want to launch a complain against the person with his bad attitude the worse it gets. She really wanted to protect this person and wants to make sure that i don't lay a complaint. The phone was slammed down and I cannot get through to this number again because it keeps on ringing. The water came back round about 14H30.
