Why govern if you cant even pick up a phone

I require a NHBRC certificate because the property I bought is less then 5 years old and the builder has since been deregisterred. I called the PE branch and the lady not souding like she understood just said she'll phone me back 3 days ago. So I phoned the Capetown Branch again Curity said she'll phone me back the same day - 2 days ago. Yesterday phoned the 0800 number the voice prompt then said office hours 08:30 to 16:30 my call was made 16:00 today as I'm writing this report I have called 4 times no answer. Finally some one answer and gives me another number... Lets try.. will let you know
