I have done my certificate of competence for a Category R water vessel in Bloemfontein with a Mr G.A Coetzee in February 2009 and still did not received my Permanent license. It has been many calls and emails to the SAMSA, SADSAA offices and the course presenter with no luck. Did they steel my money or is it just a lack of responsibility. Who will be responsible for the fines because surely the inspector will not understand the situation.
