Bad Service at Public Police Station

I went for an affidavit and the guy with Mr Khuzwayo asked his collegue to help me, of whom he did not have a pen, the biggest mistake I did was to asked how come they do not have pens, and Mr Khuzwayo said I should not get service if I do not have a pen, because he was doing me a favour, fortunately I had a pen and I was helped, and my concern is how many poor community members who cannot access service because they do not have pens, i think that MR Khuzwayo need to be taught a manner of approach as well as how to deal with community.
