Incorrect Reading

According to the July account, the electricity reading on the 27th June was 36311, with a charge of R 6 213.70
I have checked the reading as at 23 July and it is only on 32500. AND IT WAS NEARLY A MONTH LATER! I paid what I used.
I sent them an email with proof of the reading on 23 July and I have had no response from COJ. On Saturday morning (10 Aug) I found a "PRE-TRMINATION NOTICE" dated 8 August in my driveway.
So no one bothered to look into my compliant, or to respond to me. But now I am getting threatened with the termination of my services.
So I called their call centre and spoke to a Thuso, who took down my complaint and gave me a reference number. (8001478260) apparently it will take two weeks.
But then, I received my new statement on Sunday (11 Aug), and COJ have done an "Estimated Reading" on top of the wrong reading from last month.
According to the latest account, the electricity reading is "38517.830 on 1 August 2013"

Reading on 11 August 33 229
As per 11 Aug, my actual reading is 5 288 lower than their estimated reading 10 DAYS AGO! So I sent an email again
I called them today 19 Aug, and was told no one has looked into my complaint.
