Bills are still sent to wrong address

I've requested several times now that my municipal bills should be sent to a different email address, yet I constantly receive emails sent to the wrong address. Every time I'm assured that the email address has been changed, but every month the ebill is still sent to the wrong address. Seems it's all sweet words while sweet blow nothing is done.
