Billing errors???

Going through my city of johannesburg bills, I have noticed several new charges, that carry no explanation. Some of which seem rather strange

Additional Electricity charges over and above monthly usage:
1. Demand side management levy
2. Service Charge
3. Network Charge
TOTAL COST OF THIS R330 per month

Additional Charges to Water & Sanitation over above monthly usage:
1. Sewer availability charge
2. Sewer monthly charge
TOTAL COST OF THIS R340 per month

and then you have "SUNDRY" Charges
1. Pretermination notices
2. Pretermination notices
TOTAL COST OF THIS R145

TOTAL MONTLY COSTS BEFORE RATES AND TAXES, WATER AND ELECTRICITY CLOSE R1000 per month!!!
