No communication method to forward docs

I need to fax documents through to SAPS Evaton Police Station regarding a case that has occurred. I have been trying to fax since the beginning of April already and the excuse is that there is no toner for fax machine. I asked for an email address - this is also not working correctly and was not given... it is now 07 May 2013 and there is still no assistance. they don't even answer their telephones - both number 016 596 1203 and 016 596 1041. How do you expect people to fax information to your police station if there is no communication method. Note im in cape town and the case happened in Evaton hence them handling it - so i cannot physically go and drop it there
