Switching off of electricity

My mother stays at 1877 Isagwityi Street, Reyger Park Extension, Boksburg, her electricity was switched off for almost 3weeks now with no valid reasons as her account is paid in full, several followup with city officials by the name of Thulani and Hnery Higgings yield no positive results
