Unable to give my updated statement and cancel lic

I have been forced to pay for TV license for the past year even if I do not have a TV. I paid for a service that I did not used and are not liable to pay for because I do not own a TV any more. Be as that may I have done payment plus interest which is 10% a month (radicalise) still SABC is unable to update my account and account balance and there for they are unable to cancel my TV license. I have send 15 email and spoken to two operators. They respond saying they do not know how long it will take and they can't resolve the issue at hand. What do I have to do to get my SABC license cancelled?
