Still no response from post office call centre

I purchased a book from some-one in cape town, she mailed it on the 09/02/2013! tracking no PE781203075ZA. according to post office who i finally got through to right now, the book is at witspos, they are in the middle of an "illegal strike" and they are still waiting for a memorandum from head office on what steps will be taken! I have an assignment due on the 01/03/2013, need the book to complete assignment! makes me furious, they should have warned the public about the strike that is ongoing, then people would make other arrangements to send their parcels. they are just greedy, wanting the money but no service delivery!
