After 2 Months Website Still has Issues

I finally decided to register for eToll, clearly those running the system wish to do so at any cost and this wont be going away.

After registration however the website does not allow me to go any further than user validation.
Once I enter validate I'm presented with payment options and after the selection the site goes back to initial user registration.

Its hard to understand how a system that is supposed to be serving millions is still NOT working. I'm not shocked since Gov is involved and they are clearly incompetent. It would have been a good surprise if it actually worked for a change.
