Forced to buy e-Tag

Hi,

I'd like to register on the website so that I can pay the amount outstanding. However I do not want to purchase an e-Tag. During the registration process the "I do not require an e-Tag option" is greyed out. Hence the only other options that I can select requires me to have an e-Tag. Do I have to buy an e-Tag to register on the website?
