INCORRECT ACCOUNT

I received a statement from Sanral on 20 JANUARY 2014 stating that I need to pay R850 failing this legal action will follow etc etc. According to SANRAL this is statement number 2. I wonder what happened to statement number 1??? as I never received a statement from them until 20 JANUARY 2014.
There statement also make mention of the fact that if you pay - please look at this date - before 17 JANUARY 2014 you pay a reduced amount. AGAIN - please note that date I received the statement and the date on which you have to pay to qualify for a reduced amount.
What happened to statement number 1? And how can they expect me to pay for something that is not set out properly? Surely it make sense that I want an itemized bill from them, one reason being I was on holiday during December in Natal where there is NO e-toll! Surely it makes sense that I want/need to verify their information and check that is is correct before I will pay anything over to them!!!
