Disgusted with service and charged incorrectly

I ordered and agreed to a double deal cell phone contract consisting of 2 Samsung Chat 333 phones with 2 sim cards. The contract states that each sim card would have R135.00 each month and a once off airtime on one simcard to the value of R405.00. The total contract amount is R335.00 per month. I received the 2 phones on the 16th of September but with only one (1) sim card with R135.00 airtime on card. I phone weava cell immediately to query the second sim which i did not received. They have deducted the full amount and yet i have only received one sim card and still awaiting the once off airtime. i have been phoning everyday and every i get promised somebody will phone me back with answer and still no answers. I have spoken to customer services and they have been trying to transfer me to various departments to sort out this query but if they transfer all i get is the person at this extension is not available. Please inform me what is the next step that i can take in order to either receive my sim card and airtime as said or to cancel this whole contract as they are not interested to assist me at all.
