USED PARTS IN FACTORY SEALED BOX

I bought a Bissell Easy Vac Model No.: 1273-Y from Game, Pavilion on 25 August 2013
Upon opening the sealed box at home, I noticed that 2 Extension Wands had dirt in them... pipes were used.

When I looked at the tape that sealed the box... there were 2 strips of tape... 1 over the other.
(Are all you boxes double taped from your factory)

Also, when I looked at the parts list in the User's Guide, in the box... it shows 2 Extension Wands
I have 3 Extension Wands in my box...

1 Extension Wand was in a plastic bag
2 Extension Wands were loose in the sealed box

How does used parts end up in a sealed box
