WHO DECIDES THE CUSTOM FEES??

Dear Post Office Customs,

Could you please explain to me how my item that was shipped to me from Taiwan has a R495 duty fee on it?? That is absolutely ridiculous! The item is a camera which 1.) Isn't new, and 2.) Is 3 times the amount of the duty fee!

And under the import & duty calculator for south africa online it clearly states - " Some goods are not subject to duty (e.g. laptops, electric guitars and other electronic products). "

Please explain how you are charging me a duty fee of R495???
