Messing the holidaymakers market

Managers from these hotels are selling rooms under the counter (they call themselves contacts)
20 to 50 rooms are sold to ordinary Indian man from the laudium community in pretoria. These man then put up the price and sell to holiday makers. When a person wants such a dealing with the hotel, they require an iata licence and need to be an authorised travel agent. A contract needs to be signed by the person buying from the hotel. These dealings are done incorrectly leaving general communities with the burdened having to pay up front cash for bookings which should have been cheaper. People are doing this scheme to earn an whyextra buck and the hotel accommodates it for fast sales. My question is, where the f does it leave the ordinary holiday maker? Does TOGO SUN DIRECTORS know about this scheme an why are hotel managers allowing it? Better yet, frequent guest card holders should have access to reservations but no the big shot Indian man from laudium already made a block booking with the hotel. I'm sick and tired
