Late joiner penalty leads to suspension of benefit

I had contracted with Prosano for medical aid for my parents, who are both pensioners. All was well until Bonitas took over Prosano's clients. I have been having issues with payments to Bonitas since March 2013 and have taken it up with them several times. Their failure to respond appropriately or AT ALL is extremely oncerning. Without finalising my previous query, I was suddenly informed that my parents benefits were suspended - no reason provided. It took 3 calls to their call centre (each call being at least 15 mins long) to get someone to advise me that I had been short paying! When asked when and why the premium was increased from 2763.75 to 4369.50, I was advised Prosano levied a late joiner penalty. I am able to accept this, however, surely this would have been included in the premium that was charged by Prosano at the time? Can this be dumped into the premium now, so far into the contract and so long after Bonitas took over? Bonitas did not notify me of these "short payments" prior to suspension. They now advise me that they are not accountable/ answerable for the penalty levied by Prosano and I cant contact Prosano to query (co. closed). Please can someone assist?
