Incompetence/Empty promises/Bad Service

I'm really disappointed at the service we've received from a gentleman named Jakes (BCC Rooderport). My brother had booked or at least tried to get an exam date for his N exam since 28/02/2013. Payment was made at least beginning of March as requested. Mind you that the gentleman never gives feedback and in more than three occasions my brother has to go there in order to get some sort of feedback. Jakes initially told him in 3 days he would be registered once payment was received. That never happened. He was then told by 19th March he would be writing. On that day he was told some story about the proof of payment not being clear. Jakes then gave him the date of 2/04/2013 and time of 8:45 which is today. Now I believe when you tell a person to pitch for an exam everything is solved.
I'm really heartbroken about this, but even today my brother was rudely turned away by this gentleman telling him the payment is not allocated. I don't know what to make of this. If anyone decides to respond from this office please help us make sense of this.
Your incompetency has a ripple effect on people's lives. Rent has to be paid for and transport money as well just to write ONE PAPER. Please BCC
