Pathetic Unisa Refund!

In January 2013 my husband registered with Unisa and paid an amount of R1710.10. However due to unforseen circumstances he is no longer able to study this year. Therefore we filled out a Unisa refund form and submitted it on 5/02/2013. We waited the 21 days as per their policy without any response or acknowledgment of the refund form being recieved. When i sent them an email after the 21 days enquiring why we had not received the funds, i recieve a reply stating that he is "actively" registered and therefore will not qualify for the refund. Firstly there is no such information on any Unisa official correspondence stating that once "actively" registered you cannot recieve a refund, neither is there even a cut-off date for the refund. This is totally unacceptable as there needs to be some sort of prior warning before paying and also what exactly is "actively" registered as you can only be officially registered once you have made a payment, the same payment we are wanting refunded!!! Better service is expected from Unisa as it is one of South Africa's largest universities! So not impressed Unisa!!!
