Inconsistency of what is promised to students

In 2012 I applied at UP for the PhD in Entrepreneurship and was advised that I was provisionally accepted. I had to complete 4 subjects at PGD level in order to proceed and register for the PhD. It so happened that I passed 3 of the 4 subjects, but I received confirmation congratulating me in meeting the minimum requirements and was then invited to attend a meeting for PhD students. I had to submit a proposal for my topic on my thesis by end of October 2012 and after submitting it about 6 times, a supervisor was allocated to me to assist me in completing my full proposal in order to apply for ethical clearance. I had to re-write the 1 subject in 2013 of which I failed again, but after viewing my script and making notes on it for the marker to re-check as some of my answers was exactly as per the memorandum provided, but I never got full marks for it. After having a meeting in August 2013, sending emails to the head of the department and the dean, whereby I questioned my exam script, individual and group assignment script, I simply received an email from the Head of the EMS department in January 2014 that I will not be able to continue with the PhD. UP is bad for black postgrads.
