Why do I encounter every year problems with Unisa?

I registered on Myunisa on the 02 January 2013 where it was confirmed that my registration was successful and also stipulated the amount after I registered that I need to pay in order to get my study material.
I have paid the amount on R2850 on the 05 January 2013. But up til today I haven't received my study material and I also haven't receive a sms that state my study material is on it's way.

Today I went to your branch in Newtown, Johannesburg what a incompetend person did I found that assisted me. I eventually wasn't helped and requested for my money to be deposited back and only to discovered that UNISA owes me R3010.I have to wait now for more then 21 days to get... Why? Please someone competent enough check why I haven't receive my study material and if I can't be helped I want my money on the 01 st of February 2013 as Unisa didn't waited long to receive moneys from me.
