Paid but work not completed!!!

This person was hired to finish a building project for me. He received all of the money but did not complete the work! Did not stick to prior agreement deadlines. Quoted for double layers of paint but only applied one layer. Refused to hand over the house's keys before retention amount was paid, therefore braking the builder-laws on retention fees. Poor workmanship with a lot of faulty areas, refuse to repair this as well. Bad attitude when contacted about these problems.
