Problems with occupation certificate

! Purchased a house from Diale consruction and after a year I stil have not received a occupation certificate
which is required by the local munisipality of madibeng in order to open an account to pay my rates and taxes. The dwelling was purchused in October 2013.I keep on getting promisses they will supply but up to dat nothing has happend
