No solution to long outstanding complaint

Delivered my VW Polo to Newcastle Volkswagen about 3-5 months ago. It is habit for me to leave my service book on the passenger seat. When fetching my vehicle, I asked whether they had completed the Service Book. the answer was yes. 5 minutes later when paying my invoice, I am told that there was no service book. No call during the day either to advise me that there was no service book. I have ever since been requesting answers. I was once told that I will have to pay R600 to replace the book. Phoned on many ocaasions by dealership and VW SA, but to date still no solution. Every time I am contacted, they say that they will get back to me. After waiting, I then raise the complaint again and then the cycle is repeated. Dealership phoned me yesterday and told me that they have looked for the book but same is not on their premises. I was contacted on the afternoon of 19 February and advised that they will get back to me. Today is 20 February and the time is 12h15. Again no feedback. The service book was in my vehicle when leaving it at the dealership during my last service.
