No authority to decide what to report or not?

We hit a massive pothole submerged by water. I expected the quotation and report to the insurer and assessor to include EVERYTHING that was wrong with that car as a result of the incident. I alerted VDS and the assessor on several occasions to the fact that a "new strange noise" was coming from the damaged wheel. "Ha, ha, please change the tyre and keep on driving until it can go in for repairs" was the response. My son drove the car back and we returned the hired car. A day later my son reported "noisy brakes". I drove the car back to VDS, alarmed by the same noise which I had alerted them about. The VDS rep got into the car and said "o that, o yes I am aware of that, that was caused by wear and tear". I was shocked - he had not alerted me to the fact that the brake had seized on the wheel which hit the pothole - he did not even check the general condition of the other 3 brakes. He actually handed me back a car which had a seized brake and he thought nothing of it! The brakes were replaced in May 2013 and a major service in August 2013 did not report faulty brakes! This error is costing me R4200 which should have been part of the claim. Why did he not report this damage???
