My Vehicles ECU (Identity) swapped with another

I purchased a brand new Alfa Romeo Giulietta at a Fiat/Alfa dealership in Bloemfontein last year March 2013.A year later my car was broken in to and my work laptop was (which had my spare key in it). After reporting the case to SAPS and my insurance, I was given the go ahead by my insurance that they would cover the neccesary costs. After the windo was repaired and replaced, I had to take my car to John Williams motors in Bloem to get a new set of keys and locks replaced. After a month the keys and set arrived but they could note code it. Again a month went by and new keys were sent, again no success with the coding of the keys. After 4 attempts (4Months) and communication with Alfa head office (Technical dept) it was discovered that my cars ECU (Identity) in fact belongs to another Alfa Giulietta, when they contacted this person, he brought his car in to John Williams and it was discovered that his ECU belongs to my car. What has to happen now, is that the two ECU identity boxes need to be changed in order for the keys to configure correctly. Alfa head office says no, this did not happen from the factory, The dealership says no it is not their problem. I NEED HELP PLEASE.
