No Air- in Smoking Area to cut costs

Owner refuses to put on Air- in Smoking Area he says its to expensive, I am sure this is illegal and only when customers complain he switches it on- Balfour Park Management don't seem to care as they are new and could not be bothered I know previous Management would not allow this. Head Office do something as customers are leaving, I know electricity is expensive but I am sure its costing him customers
