Still charging for account not in use

I have tried to close my cheque account with ABSA for 5 months now and every time I get told I have to pay the outstanding amount before I can close my account. Now I am trying to pay this amount off as I don't have R600 a month to pay this off but every time they keep charging me management fees so whatever I have paid off does not count because I have to start from scratch again. Now I owe them more than R1000 for them to manage an account that has not been in use for 6 months. So the only thing they are managing is the statement sent to me every month which is now costing me R250 a month extra. I think this is ridiculous and I will not stand for this.
