Charges at POS machines

Yesterday I stopped at my local Sasol Garage to buy a bread, the garage uses a Nedbank tillpoint machine, at the counter I was told that I cannot swipe my card for an amount below R20. I asked for the Manager, who told me that Nedbank charges them 5% on the transaction and that they do not make a profit for such a low amount?? IS THAT ALLOWED??? Banks want customers to migrate to swiping and using digital channels, how come we then have to buy exstra stuff we do not need, or we have to withdraw cash to pay.
Since when is it the customers problem to pay the companies charges because the banks ask a certain % on their tillpoint machines???

I do not bank with Nedbank, they only use the Nedbank Machine, just want some clarity if this is allowed?
