Failure to Pay out a retirement annuity fund

My father Mr MP Monyemangene was supposed to get his 2/3 of the retirement annuity on the 8th of march 2013 from Old Mutual, but was told by a certain Mr E M Masenya of the Old Mutual Polowane CBD Branch) that he cant get his share of the money because he got a share of 2/3 from Metropolitan in december last year for a retirement annuity, he said this is a SARS rule, however I called Old Mutual head office in Cape Town and was advised that there is no such thing on several occasions and I even went and enquired inside the branch in Mabopane and was told that my father is entitled to his share. Head office told me that the only reason my father did not get his money is because the broker filled the claim incorrectly, so I dont know what the broker is try to do here but this looks rather dodgy to me and the problem is that he made my father sign some documents on the 15th of March for him to receive R330.00 per month for 10yrs, where does the balance of money then go to? It seems as if pensioners are getting robbed of their savings if there is no one there to advise them, even the numbers that Mr Masenya gave my date to call and complain are not working they dont even ring.
