Horrible inconvenience

I got a loan & credit card with African bank and due to some financial problems i tried to get them to reduce my instalments which they refused and said i can still afford. I tried doing that since September 2012. Then in January i opted to go for debt review since i can not pay my accounts. They sent African bank a copy of 17.1 and advised them not to debit my account. To my surprise my account was debited again on the 21/02/2013. I called them and wanted my money back, they wanted a copy of my payslip & I.D till this day i have not received my money back, had my debit orders run on the evening of the 20th and my account went on to a negative balance and some were sent back yesterday and am being charged unpaid fees & all. Can they please just give me back my monies.
