Quick to demand payment, but slow responds to que

I paid my Credit Card in full on the 29 Nov 2013. That same day I requested that the account must be closed effective immediately. I have sent several emails en made several phone calls after that date requesting the same thing and getting promised the same. It is more than a month now and I was inform just now that my account is still open. When I request to speak to a manager I was put on hold for more than a half an hour. This is unacceptable. I HAVE PAID MY DEBT IN FULL NOW CLOSE MY ACCOUNT.
