FROM R0 EXCESS TO R3 300 in "60 sec" UNACCEPTABLE!

I joined MiWay and my insurance started 1 Sept 2011. Up to today I have never put in ANY claim. The reason for the change to MiWay is because my previous co. became too expensive.
So I went into agreement with MiWay. When I received my 1st correspondence ALL looked well and as per this contract I had a ZERO excess. There was only excess in the case of other drivers, their age etc. This varied from R1 500-R3 500
I received a letter on 27 Jun 2012, saying that this Coversheet will replace previous Coversheets. I looked through my policy and it was still on ZERO excess with the additional as mentioned.
Another letter came on 20Jul 2012 to indicating my annual premium increase. No problem.
A notice was sent to me on 1 Sept 2013 (I never received). They re-sent it 2 weeks ago.
This stated that "due to exchange rate" my excess will be adjusted to a "standard MiWay" excess of R3, 300?
I realised this when my car's bumper was maliciously damaged. Small repair!! And they expect me to pay R3 300??
I was quoted R1 200 from a reliable company for the repair. Have proof of payment.
I paid this and demand Miway to re-fund me IMMEDIATELY.
