Late payment of cross border salary in USD

A problem occurs with payment times, for the past 2 months this problem was very annoying. We receive notice, the money is available and we reply with consent of money to be paid out. We email either in advance or on request. Proof of emails are available and of a query email and call requesting an explanation on this, then only it was paid out. Money should be paid almost immediately into our account but only gets paid out the following day after 16h00 and even around 18h00 in the past. I requested for USD/ZAR rates for 3 times per day over the past 2 days, I never get a reply on my request. I was promised yesterday 30/01/13 by Ian Nicholson at 16h26 that his supervisor Mr Knowledge Zulu will give me a call with that info as he did not have it. I am still waiting for that call and information. We need assurance that the rate received is the better rate when the money was available in first instance, how do we know the rate between the 2 different days as the info is refused to be given.
I request a satisfactory answer from foreign exchange about this problem within the next few days or my already drafted email will be sent to Mr Louis Von Zeuner's office Asst CEO. Thank you
