Why do I need to fix this?!

I received a message in October saying my new chip and pin card was on it's way due to security enhancements Discovery were implementing. When I heard from the courier company, I found out that the card was still in my maiden name. I got married about a year and a half ago and changed my details with Discovery Card then. After chatting to Sereshnee, she said to simply send her a copy of my ID and she would fix the error and get the correct card sent to mi. It turns out the ID copy I sent her was not certified by a commissioner of oaths. I don't believe that I have to go and spend money on getting a commissioner of oaths to certify anything as I already sent all my paperwork through over a year and a half ago. I know the change was effected as I receive my statements in my married name. After chasing her for a month, she still had not rectifed the situation. I sent her another copy of my ID, more recently certified, and have been chasing her again. All I get is silence. My card is now going to be deactivated all because of an error in the Discovery system! How is it my problem to fix something that should have been sorted out over a year ago?!
