SETTLING a claim for 50% of value of the item!

I had a gold ring from my home where I have contents insurance with Outsurance. I have been with them since 2005 and I believe I have only claimed once before. They assessed the current value of the ring to be R19, 800. They made me go to a jeweler of THEIR CHOICE where I was unable to replace the item and did not want any of the other items available as I found the store to be overpriced and with a very small selection. I wrote to Outsurance explaining that I would prefer to go to a store that was larger and that had a wider selection. They did not respond to me. So I called again and eventually they said that I could not go to a different store but that they were prepared to instead pay me R11, 600!!!??? Basically half the value of the item I insured. I insured the item IN FULL!! Why didn't they only deduct half the premium then if they are only prepared to pay me out for half the value! My policy wording mentions no such thing. The policy wording simply says that we can either pay you out or replace the item. It mentions NOTHING about paying me out subject to contracts made with these special suppliers. I have complained to the Ombudsman - they will decide if this is legal.
